Short answer: Polt, Alvys, Rose Rocket, Quote Factory, BrokerPro, ARK TMS and Toro TMS all include unlimited users; they price by load volume or a flat platform fee instead. AscendTMS, Tailwind and Tai TMS bill per user or cap logins, and Descartes Aljex caps users per tier. Unlimited users only saves money once your team is growing faster than your freight, so compare the twelve-month total at your head count, not the entry price.

Who still charges per user
Vendor | Model | Published price |
|---|---|---|
AscendTMS | Per user, per month | Free Basic plan; about $99 per user on Premium (2026 reports cite $69 to $149 plans) |
Tailwind TMS | Per user, per month | $199 per user per month on the Unlimited plan |
Tai TMS | Login caps per tier | $995 for 2 logins and 200 shipments; $2,465 for 6 logins; $4,595 for 12; $7,925 for 25 |
Descartes Aljex | User caps per tier | $699 for 5 users; Professional from $999 for 15; Enterprise from $2,375 |
ITS Dispatch | Listings conflict | About $75 to $105 flat on most listings; per-user on others. Confirm with the vendor. |
Tai and Aljex do not bill per seat, but a hire over the cap moves you to the next tier, which costs more than one seat would.
When unlimited users actually saves money
Run the same two numbers for every vendor: the bill today and the bill in twelve months.
Two people, 60 loads a month. AscendTMS at $0 to $200 beats every unlimited-user platform. Per-user pricing wins when you are small.
Six people, 300 loads a month. AscendTMS is about $600; Tai steps up to $2,465 because six logins exceed its entry tier; Polt is $2,899 for 500 loads; Rose Rocket is $2,080; Quote Factory needs custom pricing above 300 shipments.
Fifteen people, 1,000 loads a month. AscendTMS is about $1,500; Tailwind is about $2,985; Tai needs its $7,925 tier for 25 logins; Polt is $5,999 for 1,100 loads; Rose Rocket’s starting price is $2,080, scope to confirm.
The pattern: per-user vendors are cheapest at the bottom and climb with every hire. Volume-priced vendors cost more on day one and do not move when you add dispatchers, sales reps, accounting or a night shift. Flat-fee vendors are cheapest at scale if the published price really covers your volume, which needs a quote.
There is a second effect that does not show on a price list. When every login costs money, teams share accounts, part-timers and carriers never get access, and the customer portal becomes a cost line. With unlimited users every dispatcher, salesperson and accounts clerk works in the system, and the data is complete because of it. What to ask before you sign
Is there any charge tied to head count: seats, logins, named users, portal users, driver app users?
What happens to the price when I add five people in year two?
Are carriers and customers counted anywhere in the price?
What grows the bill instead: loads, shipments, AI usage, integrations?
Is the published entry price the plan I would actually be on at my volume?
Polt’s answer to the first three is no: no user fees, no carrier limits, no customer limits. The bill is based on shipment volume and AI consumption. For the full comparison with Tai TMS and AscendTMS, see Polt vs Tai TMS and Polt vs AscendTMS.
